Rwandan Government Strongly Supports Tea Industry Upgrading & Global Export Expansion

As a core pillar of Rwanda’s agricultural economy and a key export sector, the tea industry has always been prioritized in national development strategies. With policy support, infrastructure upgrading, standardized quality control and investment promotion, Rwanda is comprehensively advancing the industrialization, branding and globalization of its highland tea, steadily strengthening the competitiveness of Rwandan tea in the global market.
The Rwandan government attaches great importance to the full industrial chain development of tea. Under the national agricultural transformation strategy PSTA 5 (2024–2029), the Ministry of Agriculture and NAEB (National Agricultural Export Development Board) have launched a series of special support policies. Tea is officially recognized as one of the three high-value export crops alongside coffee and flowers. The government has invested over USD 289 million in tea industry upgrading, including tea seedling cultivation, tea plantation expansion, new factory construction and logistics infrastructure optimization, laying a solid foundation for long-term industrial growth.
To improve product quality, Rwanda has implemented standardized planting and production systems and launched programs to enhance the competitiveness of smallholder farmers. Key premium tea regions including Karongi and Nyaruguru have been prioritized for variety improvement and standardized plucking management to ensure stable and superior raw tea quality. Meanwhile, the country promotes full value-chain upgrading, encouraging deep processing and diversified product development to meet international market standards and move Rwandan tea toward the global mid-to-high-end market.
In terms of global trade, Rwanda leverages the AfCFTA policy dividend to expand overseas market access, simplify export customs procedures, and support local tea manufacturers to connect with buyers from Europe, the Middle East, Southeast Asia and other regions. By participating in international tea exhibitions and official global promotion campaigns, Rwanda has successfully built the “Rwanda Highland Tea” national brand reputation worldwide.
Benefiting from strong national policy support and premium terroir resources, Izuba Tea is rooted in the prime Karongi tea region of Rwanda. Following national standardized quality management systems, we implement international production and processing standards, operating a fully traceable supply chain from planting, processing and quality inspection to global export.
